Close Pass on Wide Open Residential Road

Close pass of a motor vehicle today while heading East on Thames Street between Nelson Rd and Station St at approximately 10:40am today 3 January 2022.  
The car was a Silver Mercedes with registration WB-053 (black vanity plates).  After the close pass, I was able to ride up to the car at Station St as he was stopped at the Red Light.  When I rode up to the car, the male driver opened his window so I asked him "You passed us pretty close there didn't you buddy?" to which he responded something to the effect that "You are supposed to ride single file and so I didn't have to move over to pass you."  In other words, his close pass was intentional.  There was no traffic coming West on Thames Street at the same so he had plenty of space to be able to overtake by crossing the centre line of the street since the way ahead was clear and it was safe to do so.
